Sends the message to the dst address.
This function encrypts and authenticates the application payload and then passes it to transport layer and then to the network layer for sending out. If the function is used for sending unsolicited message and application does not know the destination address, the publication information for the models should be used.
If the complete_callback is set to NULL the Core library will release the mesh event when it is done processing of the event. Otherwise the Core library will call complete_callback at the end of retransmission. At that time the caller takes ownership of the mesh event and shall reuse it or release.
